The Civil Aviation Authority of Malaysia (CAAM) has issued a proposed decision regarding an application for an Individual Exemption related to a joint cargo business arrangement involving MAB Kargo Sdn Bhd, Qatar Airways Group Q.C.S.C., and IAG Cargo Limited.

According to CAAM, the authority’s preliminary assessment indicates that the application meets the requirements outlined under Section 36Q of the Civil Aviation Authority of Malaysia Act 2017 (Act 788). Based on this assessment, the proposed decision concludes that the joint business arrangement qualifies for an individual exemption.

Regulatory Assessment

The exemption application relates to a collaboration between the cargo divisions of the three airlines, which aims to enhance operational coordination and network efficiencies within the international air cargo sector.

CAAM noted that the proposed arrangement has been reviewed under the competition provisions of the Civil Aviation Authority of Malaysia Act. The authority’s initial findings indicate that the collaboration satisfies the legal conditions required for the granting of an individual exemption.

Public Consultation

As part of the regulatory process, CAAM is inviting feedback from industry stakeholders and interested parties regarding the proposed decision.

Parties wishing to provide comments may submit written feedback via email to:

competition@caam.gov.my

The consultation period will remain open until 19 March 2026.

CAAM will review all submissions received during the consultation period before issuing its final decision on the application.
