Flight Crew Licensing (FCL) & Training

Flight Crew Licensing (FCL) ensures that every pilot operating a Malaysian-registered aircraft meets the stringent safety and competency standards set by the Civil Aviation Authority of Malaysia (CAAM). Governed by Part V of the MCAR 2016 and CAD 1 (Personnel Licensing), the licensing system categorizes pilots based on their experience, medical fitness, and the complexity of the aircraft they intend to fly.

1. Categories of Pilot Licenses

Malaysia offers four primary levels of pilot certification, depending on whether you fly for recreation or a professional career:

2. Medical Requirements (Class 1 & Class 2)

A pilot’s license is only valid when accompanied by a current Medical Certificate issued by a CAAM-authorized Aviation Medical Examiner (AME).

  • Class 1 Medical: Required for professional pilots (CPL, ATPL, MPL). It involves rigorous testing of vision, hearing, heart health (ECG), and bloodwork.
  • Class 2 Medical: The standard for private pilots (PPL). It has slightly more flexible requirements but still ensures the pilot is fit for safe flight.

3. English Language Proficiency (ELP)

In accordance with ICAO standards, all pilots in Malaysia must demonstrate their ability to communicate effectively in English for radiotelephony.

  • Operational Level 4: The minimum required level for any license holder.
  • Re-evaluation: Level 4 must be re-tested every 3 years; Level 5 every 6 years; Level 6 (Expert) is valid for life.
  • Reference: CAD 1007 (English Language Proficiency Testing).

4. Ratings and Endorsements

Your basic license can be “upgraded” with specific ratings to allow for more complex missions:

  • Instrument Rating (IR): Allows you to fly solely by reference to instruments in poor weather.
  • Type Rating: Required for specific complex aircraft models (e.g., Boeing 737 or Airbus A320).
  • Flight Instructor (FI): Authorization to train new student pilots.

5. Approved Training Organizations (ATO)

All flight training must be conducted at a CAAM-Approved Training Organization (ATO). These are split into:

 

  • FTO (Flight Training Organization): For initial pilot licenses (PPL/CPL).
  • TRTO (Type Rating Training Organization): For specialized aircraft model training.
