Safety & Operational Standards
Safety is the uncompromising priority of the Malaysian aviation ecosystem. The Air Navigation Services and Aerodrome (ANSA) division of CAAM ensures that every certified aerodrome in Malaysia operates under strict international safety standards (ICAO Annex 14 & 19). From runway friction testing to wildlife hazard mitigation, safety protocols are designed to prevent accidents before they occur.
1. Safety Management System (SMS)
Under CAD 19 (Safety Management), all aerodrome operators in Malaysia must implement a comprehensive Safety Management System (SMS). This is a proactive, data-driven approach to managing risks.
- The Four Pillars of SMS:
- Safety Policy: Establishing management commitment and responsibility.
- Safety Risk Management: Identifying hazards and assessing associated risks.
- Safety Assurance: Continuous monitoring and measurement of safety performance.
- Safety Promotion: Training and communication to foster a “Positive Safety Culture.”
2. Wildlife Hazard Management
Wildlife strikes (primarily bird strikes) pose a significant threat to aircraft during take-off and landing. In the first quarter of 2024 alone, CAAM recorded a 45% increase in bird strike incidents.
- CAGM 1400 Standards: Aerodromes must have a Wildlife Hazard Management Programme (WHMP).
- Mitigation Strategies: Using radar detection, habitat management (grass height control), and non-lethal deterrents (acoustic devices/lasers).
- Reporting: All wildlife strikes must be reported immediately via the CAReS (CAAM Aviation Reporting System) portal.
3. Obstacle Management & OLS
To protect aircraft during the critical phases of flight, the airspace around an airport must be kept clear of tall structures.
- Obstacle Limitation Surfaces (OLS): These are “invisible planes” in the sky that define the limits to which objects may project into the airspace.
- Notification Requirement: Any construction or development within the vicinity of an aerodrome (or any structure taller than 150m AGL anywhere in Malaysia) must be notified to CAAM via CAGM 1412 for safety review.
4. Mandatory Safety Reporting (CAReS)
Transparency is key to safety. CAAM mandates the reporting of all safety-related occurrences through the CAReS platform.
- What to Report:
- Runway incursions or excursions.
- Foreign Object Debris (FOD) findings on the runway.
- Ground handling incidents (e.g., aircraft-vehicle collisions).
- Navigational aid (ILS/VOR) failures.

5. 2026 Safety Priorities
As of March 2026, CAAM has issued Safety Information (SI) 01/2026, emphasizing:
- Risk Assessments for Conflict Zones: Mandatory assessments for flights operating near or over regional conflict areas.
- Lithium-Ion Battery Safety: Enhanced measures for the carriage of power banks and battery-powered devices in cargo and cabin.
